Jason Burt of the Telegraph adds that Spurs have emerged as favourites to sign the Brazilian for a fee of around £35 million.
However, a deal is not expected to happen until the summer.
Arsenal and Manchester United had both been linked with the 20-year-old, but reports suggest Tottenham are set to win the race.
It would be premature to say a deal will definitely happen, but things are looking promising from Spurs’ point of view.
Malcom would be a fine addition to Tottenham’s squad, and supporters are eager for the transfer to happen.
