Rose, Toby Alderweireld and Mousa Dembele are among those expected to leave the club, with the overall aim being to raise funds for new recruits.
After previously being linked with Manchester United and Manchester City, Rose is now said to be attracting interest from Everton as talk of a move to Manchester goes quiet.
The left-back gave a controversial interview last August in which he appeared to criticise his current employers and has been expected to depart ever since.
However, injuries and a lack of consistency this season have seen him lose his place in the side to Ben Davies.
Everton are being mooted as a potential future club for Rose, but the Mail claims he is unlikely to make the switch to Goodison Park.
The Toffees are believed to be switching their focus to Crystal Palace defender Patrick van Aanholt.
I wouldn’t be surprised to see Rose stay at Tottenham beyond the summer, unless the Manchester clubs reignite their interest.
