In January, German publication SportBild linked Freiburg midfielder Maximilian Philipp with Tottenham and Arsenal.
Philipp is a technically gifted midfielder who has scored seven goals and assisted three in the Bundesliga this season.
The 23-year-old is seemingly a good fit for a Mauricio Pochettino side, but Philipp has all but ruled out a move to the Premier League.
In an interview with Bild, he said: “Naturally every player, including me, has the dream to play in the Champions League one day. England was always my goal. I loved the football and the fans.
“But I think now the Bundesliga has overtaken the Premier League technically, and I can also imagine staying in Freiburg forever.”
